The radiator cap is not a pressure cap. is this a pressure cap? the coolant tank is a pressure cap

The radiator cap has a spring and rubber seal that keeps your radiator at 88kPa or about 13 PSI. So technically yes it is a pressure cap. This is why during coolant replacement service or checking for leaks the cap should be checked and/or replaced.

Will this cap fit a 2016 Nissan Rogue?

I don't know, but my car is 2009 Nissan Murano.

Will this fit 2008 ford explorer v8(4.6l)?

It was for my Nissan Murano, so I am going to say, no. If you have a Ford with a v8, 4.6 liter engine - everything is bigger, most likely the radiator cap as well.
