Q: What kind of heat source is required to shrink these pieces? Can I shrink them with a soldering iron?

Yes, soldering irons work well, too. That’s all I use. Just don’t keep contact until the shrink melts or splits. I stroke it fast around four ‘sides’ rather than heating it all from one position.

Q: how can you fit these on cables with plugs on them?

Too late for the original question, but for the sake of others, consider using self-fusing silicone tape for applications where you can't slip heat shrink over the wire or cable.

Q: Are these water proof?

Don't know for sure as I haven't submerged them in water. That said, I'd be very surprised if they weren't.
