It is not leather or nylon, but similar to Kydex. You can adjust the tension of the magazines so they never fall out during obstacle runs or make them easy to take out for a combat reload. I use this for competition and it works great. The Kydex type material construction makes this a very durable magazine carrier. Good luck.

Q: Can this pouch be used wth belts narrower than 2.25"? I'm not LE and use normal 1.5" belts.

Yes, the pouch's insert where the belt goes through is quite snug, thus it would allow a 1.5 belt to be used.

Q: Is it possible that the beretta apx magazine will fit in this carrier?

Depends if the mag is double stack it does have an adjustment screw I have used it with many different double stack mags taurus 92af g2c g2 millenium g3, beretta 92, glock 43x 19 19x 17

Q: Will this fit 10mm mags?

I do not believe so. The 10mm mags are the equivalent to the glock 21 .45 ACP mags which are wider. I would check on Safariland’s webiste to be sure.
