Can this board  be used by myself, or do you need at least one other person

Of course you can use it by yourself, there’s a misconception about spirit boards,
The film industry has made it out to be evil or demonic and dangerous to use, 
This is untrue, it is not going to open a gate or portal to hell! And if it did it makes no difference if it’s one or two people
Using it! 
These are tools to connect to spirits that we let in,
I am a white witch an use these all the time, on my own! 
Always cleanse your surroundings and protect yourself, With sage and the appropriate crystals, but don’t be under the illusion that it is dangerous and has to be done with another person. It is quite safe to use by yourself if you know how. I do advise you research and acquire the knowledge of the use of spirit boards before using!
You wouldn’t wire a cooker on your own if you didn’t know how! 
So learn!

Will this board help me to contact a deseased loved one? and if so how will i know it’s her and not a bad spirit? how do i get rid of bad spirits

If that's what you want to do, I would suggest you go to your local Spiritualist Church to provide the opportunity for your loved one to communicate IF they can in a safe, controlled environment, through a medium who can give you messages from them.
The easiest "level" to connect with is a level where the not-so-nice people end up when they pass away. If you are not a medium and able to control a session on a board like this, i.e. know by the energy if the person connecting is a loved one or someone from a lower level who just wants to cause trouble and mess you about, then you could be opening up a real Pandora's box. This is a tool that can be used, but it must be used by someone who is mediumistic who can be in control of the session and who is able to discern who is trying to communicate so it can be used respectfully and safely.
I really would urge you to go to your local Spiritualist Church, they have visiting mediums every week and if conditions and your loved one is strong enough and it's not too emotional for them, it gives them a safe way to communicate when the time is right for them and for you.
Please don't think I am answering this in a condescending way. I have been called to many houses where people have used these boards without knowing how to invoke protection. top bypass the lower levels and communicate with JUST loved ones and more evolved people who want to send their love and prove to you there is life after death. 
You could, of course, also ask your loved one to send you a sign they are okay ... thoughts are an energy and your loved one will pick up that you are thinking about them ... I hope you get a message when the time is right for you both ... !!

It is yes, basically a modern, stylised one.
I have used them for years and if used in the presence of a medium who can control the communications you get, i.e. ensuring the communicators (loved ones and friends who have passed away) are only those who wish to bring proof and encouragement through in their messages, they can be a very useful tool of mediumship.
