do the wheels swivel?

Hi I feel this is the very best of these toys. You won't be disappointed. The wheels do not swivel just turn round but as the head where the string is goes round 360 degrees it is great for a wee child to pull along . It hardly ever falls over. This I think is the only Brio you that does this.
