Q: Is the thigh part of the chair too long for someone 5 foot 6" (1.68 meters)? Other reviewers said the thigh / seat part was long at 18"

The chair is 18" x 18, I am 6"2" and have about 3' past the seat. Great chair for the price.

Q: It says high back in description but we need low to midback for petite person.. which is more accurate?

Not sure what you mean by tilt forward. It is a comfortable chair. When you lean back the seat does not move.
