Q: Will this fit with a 35 inch spare?

I highly doubt it. I have 33" tires on my Bronco and it just fits with maybe an inch away from the tire and backup camera. Given that the 35" are wider, won't fit without an extension.

Q: The description says that it is not designed for Jeep Wranglers with the back up camera. Is that only because it will obstruct the camera view?

Yes. It is mounted in the hitch and is centerline with the spare tire which would block any camera view.

Q: Is the rack supposed to rock a lot? Is it normal to be slightly loose in the hitch even when the bolt is tight?

Mine rocks a little so I think it’s normal.
