Not sure. I bought this because it did not contain aluminum. I use it for some non-vegan purposes. But the product by itself, I can’t answer that question.

Q: Why doesnt it say aluminum free on the packaging if it is aluminum free??

I purchased if for additionally not having cornstarch, and the package doesn't say cornstarch free, either. What it says it does contain is Potato Starch, Sodium Bicarbonate & Sodium Pyrophosphate.

Q: Is this a single acting (opposed to double acting) baking powder?

It’s double acting. It has both sodium bicarbonate and sodium pyrophosphate.

Q: Why does it not say Aluminum free ON the can ?

In a way, it does, by the lack of sodium aluminum sulfate in the list of ingredients.
