Yes. They are easily removable. They go together with Velcro. I love the seatbelt staying put & not crawling up my neck. Hope this helps.

Q: are they packaged in open position? If velcro is very strong so it will stay closed, it will be hard for people with weak hands to open install .

They are packaged in the closed position. Once it's on you don't have to take it off the belt, you leave it on. It can be repositioned to fit the driver's height with light pressure. It doesn't slide out of position every time you take off. The Velcro is strong but once you put it on the seat belt strap you don't tack it off until you buy a new car. I'm 71 so the strength in my hands is not great. I was able to install these by myself. I like that I'm not being choked by the seatbelt strap.
