I want to control 3x 12v solenoid valves with an amp rating between 12v 1a - 12v 1.5a. Can this be programmed to output such currents?

PLCs don’t really output currents. You use a power source, run it through the outputs, to your device (solenoid) and then back to the power source’s negative (or neutral). These outputs are just dry contacts (or transistors, depending on the exact model.) They will easily handle 1A @ 12VDC
