No, it doesn't come with wheels/casters. It comes with adjustable feet pads. But I can tell you this, it’s a really nice baker’s rack.

With the shelves adjusted, will this fit a 32.8" fridge?

I'm glad to answer your question, the inside diameter of this shelf is 19.7" wide and the maximum inside diameter is 31.8", your refrigerator is bigger than this size. If you want to put down your refrigerator, you can leave the long board at the bottom and install only the long rod at the back (This will ensure the stability of the shelf). How much weight can I put on this kitchen storage shelf?

I believe there is a comment about that in the description of the kitchen storage rack. However, I probably have 100 or so pounds spread out among the shelves. It's ok about that weight.
