Q: Is this finer or larger than #2?

#2 is medium bulgur. #3 is coarse and #4 is extra coarse, both of which are coarser than #2. (#1 is fine.)

I am not sure about the number but it is VERY coarse grain. You can use it only to my bulgur pilavı ... If you are thinking about making çiğköfte it something similar , this is too coarse for it

Bulgur is cracked wheat. I don't think it is fermented and don't know whether it can be sprouted or fermented. I suspect not.
