Is the output voltage variable, or does the unit aim to drive a fixed current?

The unit I bought is not suitable for variable output (dimming) but there are units available that will do this, I guess by varying the output voltage

Is this unit a cheap one with a tiny pcb loose inside the housing?

Great value for me seems OK, and been working fine for the last 4 months
