What are the dimensions. My windows are ten years old

If your window is a Milgard Style Line the age is not a factor. This is the only lock that the Style Line window has ever used, and it is still in production today. The base of the lock is 7/8" x 3".

Is it easy to install the lock keeper? The lock does not work with an older lock keeper.

Yes, it is very easy to install. All you need is a phillips screwdriver. The lock and the keeper only have one screw each.

Does this come with the part the screws into the sash as well as the actual lock on the outside?
