Question 1

I like punchy bass. I am looking to buy a sub for 50 % Music and 50 % Movies. My room size is 16 ft X 17 ft. Should I go for PB-1000 or SB-1000?

I have not hard the PB, bit own the SB-1000 and have been critically listening to it for the last 4 days. i have been comparing to two klipsch ported subs of higher price tag and i can tell you this SB1000 is in a whole different category.  I've been listening to the subs in my room, a 11 by 14, and in my uncle's music room, a 8 by 14, and I can tell you it can make everything shake. You room is bigger, so if you want and overpowering bass you might prefer the PB, or as someone said consider the SB-2000. BECAUSE OF MY EXPERIENCE WITH music with this sub, if when I need to upgrade, I'm sure it will be to the SB2000 or perhaps the ultra. It is unbelievable the amount of detail recorded in the low frequencies...and they are being revealed with the SB1000. I am not an expert but based on physics I think the speed of the sb is hard to obtain in a ported design.

Question 2

Would I be able to place this inside a cabinet or would I loose the effectivness?

I would not do that unless you buy the SVS special feet sold here for $40 that can really isolate the vibration really well. You can always try that and if you have issues with any other equipment  located anywhere near the SVS then you would obviously have to place it between your main front or in a far corner of your main speaker wall to get the best out of it. My friend has 2 SVS powered subs and they are both the two best powered subs I have ever heard. He owns the model right above this one at 400 watts and a 12" driver and the even higher end model with the 13" driver. 
He also has SVS towers as main fronts and side and rear SVS speakers. They make the best speakers and powered subs I have ever heard. I'm stuck with my Def Tech 450 bookshelf speakers and this SVS 12" powered sub and it's way more than I need since I live in a apartment.
Remember, SVS will give you 30 or 45 days to try the sub out and will pay for you to send it back if your not happy with it. Any company willing to make an offer like that has to produce great speakers/powered subs or they would go out of business fast!

What speakers should i pair this with, for rap

That will largely depend on your preference and budget. Elac, Emotiva, SVS, Paradigm are different brands that all make great speakers in different budget ranges.

Two sb1000s or one sb3000??

When you use 2 subs you can run into phase issues depending on the placement of the speakers. depending on where they are placed and where you are sitting you could be in a spot where the sound is being cancelled out, meaning no bass. You will not have those problems with one speaker. If you go the 2 speaker route make sure you have an experienced person come in to measure the response of the speakers in your room to make sure your listening position is in a spot where the sound is not being cancelled out. 
2 speakers can have wonderful results when properly done. But problems are easier to come by. The SB3000 has plenty of power and should be just as loud and thumping as 2 1000's.
