Q: For round 15 Gal. that is 26" diameter at top... What is diameter at bottom inside?

The inside diameter of the bottom of this container is about 19 inches. The side walls are flared outward and the overall diameter at the top is about 25".

Q: What is the inside diameter at the top of the tub? I,m planing to use it as a cover on 22 inch storage drum.

The very top is 23 inches however it gradually decreases towards the bottom of the tub. so it may be a snug fit. Top rim does have some give to it though so it may be fine.

Q: Would this be good for using as a water trough for a horse?

It is very sturdy, and well made. I would however think that you would need a larger container for more than one horse. It only holds 15 gallons. It would also be easy to tip over. If it were me I would only use it for feed.
