In an empty tank, air pressure should be 7-10 psi. In a full/heavy tank, air pressure should be 30-40 psi. To be accurate, air pressure should be 2/3 of incoming water pressure. When the tank is full, and if feed water pressure to the RO system is 60 psi, then a full tank should have 40 psi.

if you are at 19.5 psi when it is empty, then you have too much air pressure. Try lowering the bladder temperature to between 7 and 10. Many RO systems only output about 20 psi

Q: How long should it take for the tank to reach full capacity at an empty psi of 10?

I have my water pressure regulator to my house set at 70 psi. And my 5 stage reverse osmosis system produces about 1 gallon of water every 2 hours +/- . There are several factors to take into consideration to determine water output. Yours may or may not produce similar results. But if your system produces similar results then it will take approximately 9 hours to fill the tank completely since The tank holds about 4 1/2 gallons max.
