Because laptop Type C ports don't support video signal and power supply at the same time, you should use an HDMI to Type-C cable to connect and using 5V/2A power source to power the screen extender.

Q: How to achieve charging & display at the same time?（Only have 2 full-featured Type-C ports）

You can use 2 Type-C cables to connect your laptop and the screen extender, then you can insert your laptop charger to the Type-C ports of the laptop portable monitor.

Q: Why the triple screen extender shows "Go to power saving mode" ?

That is because the laptop can not provide enough power to make the monitor work, you can use an extra power supply(5V/2A power source) to power the monitor.
