Actually, you can. Crumple a sheet of paper and light it. Drop in, and keep squeezing the bellows as you drop in dry pine needles or leaves or whatever you want. Really pack it full of fuel and close it up. In your garden give a puff of smoke around you every few minutes. It's a bit of work learning how to start it quickly, but it should work just fine. Bugs don't like smoke. Otherwise, just use a Thermacell. They work great.
