Q: Which dell (dell's u2719d 27-inch?) works best with a surface pro3? or any lg or samsung.

I think it's more important to get a flexible docking station/port replicator. Dell d3100 port replicator on amazon is $100. Then you can get the cheap dell 27" for $180. Unless you need the resolution you don't need this monitor. But your life would probably be better with a port replicator and a cheaper monitor.

Q: Does this have dell 1 year warranty? If not, any warranty at all?

The warranty with Dell is longer than 1 year. Mine ends January 2023.
