Can I apply it on top of spf face cream?

You can, but I'd leave time for the spf cream to dry first. I suppose the glow balm could act like a face cleanser and remove some spf, if you rub at it... But should be ok if you're careful. And if you're out in sunlight a lot, reapply your spf as needed just to be safe!

Will this break me out?

It hasn't caused spots for me (49) or my daughter (12). Neither of us use makeup very often though. I don't know how sensitive your skin is, but you'll probably be fine. Use the little applicator that comes with it, rather than a finger, to keep the pot of balm clean.
