Q: If you have this game as well as Silver, does the maximum number of possible players increase?

No. itaddsnew dimensions for the game play. my guess is someone will find a way to mane it 5-6 player game.

Q: When using the plus one, what order do the cards go in the discard pile? Can the person discarding choose?

The rules are not specific on the discard order. I think it is fine to choose what order you want to discard cards. Same goes with the 13 (doppelgänger) if you don’t want the next person to grab it, discard it first and put the other card on top.

Q: Do you have to have the first silver game to play?

All games in the Silver series are standalone and do not require other games to play. That said, you can mix and match the various cards from different games in the series to create your own unique set. Enjoy!

Q: If you use the counts ability and flip over 10 cards, if any of those cards have flip abilities do you get to activate them too?

You are confusing the #10 ability with other #10 abilities. The Count just simply moves 10 cards from the draw pile to the discard pile. No abilities are used in these 10 cards, It just reduces the game length. If there are 10 cards or less left in the draw pile, and you use the Counts ability it will instantly end the game round.
