Q: is there a spray cap for the 16 oz refill?

No. It's a refill for the smaller spray bottle.

Q: Does the refillable bottle leak?

Mine doesn't. I keep the refill under the bathroom sink and use it to refill the smaller 4 oz spray for the bathroom area as well as my purse spray whenever needed.

Q: is this product safe for RV's?

We have a boat, and I personally would not use it on our boat because it is made with essential oils and they have been known to break down plastics. So NO it is not safe for RV use.
