Q: Says 220lbs one place and 198lbs another for weight limit. Do you think it will have any problems with 229lbs plus?

It's pretty heavy duty I think it would be ok

Q: Can this ramp be used on/over cement porch steps?

I would think yes, so long as its anchored properly. I would not use it for human traffic however.

Q: would this withstand the elements used (and left) outdoors fully-extended?

Mine has been outside fully extended for several months with no issues. The main issue I have had is there is no locking mechanism. I have to go out about once a week to fully extend it again. I had to put outdoor carpet on it. My dogs couldn't get enough traction to get up the incline that I have it at.
