Yes it can be used to rappel, but its primary function is a belay device. There are better choices.

Q: Does the “mod13a” mean that it will fit 13mm ropes?

The rope size hasn't changed it still is 8.5-11 but it has a anti panic if the lever is pulled too far it will reingage the breaking assist

Q: Dumb question but how do you take the safety plastic thing off? Pliers?

The plastic retainer is two pieces and the male part is a barbed piece inserted into the other. Pull hard on the male piece and it will pop out.
