Hi! Since this is instant yeast, you do not need to add water to activate it. You can simply add it straight to the dough and it should do its job. You could experiment with more amounts of the yeast to see if that helps.

All it says in the back Distributed in Phoenix AZ. Doesn't say where the yeast is from.
